The voters , in a landslide, spoke on election day, You SHOULD have the right to choose. The govenor is implementing their wishes. CASE CLOSED!!

The voters also voted down the emergency manager law, voted for a more democratic state house, and elected Obama. There wishes aren't quite as crystal clear as you assume. I'm fairly sure the public would not want a referendum-proof law rammed through the lame duck before their wishes (the new house) are scheduled to take effect.
