Planning Commission Extends PUD at Daisy Square Site

Commission gives 90-day extension for zoning decision.

The Plymouth City Commission on Wednesday voted to extend the planned unit development (PUD) application for Daisy Square, 101 S. Union St., by 90 days.

During a two-and-a-half hour regular meeting, the commission, residents of the condominium units at the site, neighbors and Lori Chacos, vice president of Joseph Freed and Associates, the site's developer, debated the site's options during a public hearing.

Don Wortman, a city planner, said the commission had three options: to extend the current PUD, take action on the current submittal or allow the PUD to lapse after July 1. By allowing the PUD to lapse, the city could risk having the site rezoned to another zoning classification.

He recommended giving preliminary approval of the PUD as submitted.

Most residents at Wednesday's meeting chimed in about the aesthetics of the deteriorating  site, including waist-high weeds and grass, abandoned footings in an undeveloped area and the , the last remnant of the from the site.

Beth Foley, president of the condominium association, said she would support a monument park in place of the wall. She said she liked an earlier suggestion of , but she didn't believe it would ever come to fruition. 

"We'd still be looking at a crumbling, free-standing wall," she said.

Commission chairman Conrad Schewe, who called the development "a failed project," reminded those in attendance that the commission would not be voting on plans for the site.

"What we're voting on here is zoning," he said. "This is not a proposal." He said the commission was in a tight spot and needed to make a decision.

Commissioner Christopher Harden motioned for the commission to extend the PUD by 90 days, after which a preliminary plan will be submitted. The commission voted unanimously. Commissioners Meg Dooley and Tara Parks were not present.
